At least 20 registrations, at least ten in every released group, counts rounded down to five, and seven days between releases.

Separate decisions. Clear consent.
- Confirmation opens Phase 2.
- A recorded verification decision confirms capacity.
- Verified and willing participants may consider assignments.
Funding, host readiness and a safety assessment must be recorded before any assignment is proposed.
